Invitation for Bids

1. The Islamic Republic of Pakistan has applied for a financing from the Asian Development Bank (ADB) towards the cost of Peshawar Sustainable Bus Rapid Transit Corridor Project. Part of this financing will be used for payments under the contracts named hereunder. This contract will be jointly financed by Agence Française de Développement (AFD) and European Investment Bank (EIB). Bidding is open to Bidders, who can prove their eligibility and qualification as mentioned hereunder and in the Bidding Documents.

The bidder should have participated as contractor, management contractor, or subcontractor in at least one contract within the last 7 years that has been successfully or substantially completed and that is similar to the proposed works, where the value of the Bidder’s participation exceeds cost given below.
The bidder should have an average annual construction turnover of PKR or equivalent as mentioned below, calculated as total certified payments received for contracts in progress or completed, within the last three (03) years.

2. The Peshawar Development Authority (PDA) (“the Employer”) now invites sealed bids from eligible bidders for the construction and completion of Reach I (approx. 7.8 km) and Reach III (approx. 11.7 km) of bus rapid transit corridor. Bidders may submit separate bids for one or both Lots. However, a bidder may be awarded one or both Lots if it submits the lowest evaluated substantially responsive bid(s) provided such bidder meets the aggregated qualification requirements for one or both Lots.
3. International Competitive Bidding (ICB) will be conducted in accordance with ADB’s Single-Stage: Two Envelope bidding procedure and is open to all Bidders without nationality restrictions as described in Bidding Document.

4. National Bidder(s) must be registered with Pakistan Engineering Council (PEC) and shall have a valid registration Certificate in category C-A with Specialization in CE-01 and CE-02.
5. To purchase the bidding documents, in English, eligible bidders should:
• Write to address mentioned below requesting the bidding document for ICB/PSBRTC-PDA-CW/P-1 – Construction of Reach I and Reach III of Peshawar Sustainable Bus rapid Transit Main Corridor.
• Pay a non-refundable fee of PKR 20,000 (Pak Rupees Twenty Thousand Only) or USD 250 (United States Dollars Two Hundred and Fifty only) by Pay Order / Demand Draft in favour of Peshawar Development Authority.
• The documents may be sent by courier for an additional fee of PKR 10,000 for domestic delivery or US$ 250 for overseas delivery. No liability will be accepted for loss or late delivery.
6. To obtain further information and inspect the bidding documents, bidders should contact to the address mentioned below.
7. A pre-bid meeting of all the projects / packages shall take place on 5th June 2017 at 11:30 A.M at the address mentioned below.

9. Technical Bids will be opened on 19 June 2017, 11:30 AM (local time) in the presence of bidders’ representatives who choose to attend, whereas the Financial Bids shall remain sealed and unopened and shall be placed locked. The Financial Bids of only Technically Responsive and Qualified Bidders shall be opened after technical bids evaluation, whereas, the financial bids of those bidders whose technical bids are not responsive and qualified shall be returned unopened after the contract is awarded.
