REQUEST FOR PROPOSAL
PROCUREMENT OF INDIVIDUAL SOCIAURESETTLEMENT CONSULTANT
FOR
EXTERNAL MONITORING OF SOCIAL SAFEGUARDS COMPLIACE FOR
SEVEN (07) NTDC PROJEGTS FUNDED BY ADB
National Transmission & Dispatch Company Limited (NTDCL) was incorporated on 6th
November, 1998 and commenced commercial operation on 24th December, 1998. It
was organized to take over all the propertise, rights and assets obligations and
liabilities
of 220 KV and 500 KV Grid Stations and Transmission Lines/Network owned
by Pakistan Water and Power Development Authority (WAPDA). NTDC operates and
maintains fourteen 500 KV and thirty eight 22O KV1132 KV Grid Stations, 5197 km of
500 KV transmission line and 9814 km ol 220 KV transmission line in Pakistan.
NTDC (the Employer), intends to hire the services of lndividual Social/Resettlement
Consultant for external monitoring of Social Safeguards compliance of following NTDC
project funded by ADB.
. 220 kV lvlansehra Grid Station.
. 220 kV Uch-Sibbi Transmission Line (125 km).
. 500 kV Moro-Dadu-Sukkur-Hyderabad Transmission Line (600 km).
. 220 kV Chakdara Grid Station and Transmission Line (85 km).
. 220 kV Nowshera Grid Station and Transmission Line (4 km).
. 220 kV Dl Khan Grid Station and Transmission Line ('100 km).
. 220 kV Lalian crid Station and Transm/sg9n Line (4 km).
Required Qualification and Experience: lndividual Social/Resettlement Consultants
having l\4asters' Degree in Sociology or Development Studies with 10 years overall
experience, five years with donor agencies and three years of specific experience of
social/resettlement safeguards studies/monitoring of heavy transmission lines/power
sector projects are invited to submit their sealed proposals including CV (on prescribed
format given in detailed TORS) and financial proposals at the address given below
before 16.03.2017 at 11:00 AM. The proposals (CV only) will be opened on the same
day at 11:45 AM in the presence of applicants who choose to attend.
Financial Proposal
will remain under safe custody and shall be opened of only technically qualified
(minimum 70% scoring) consultants.
Time Period: Total time period of this consultancy service will be twelve (12) man
months (intermittent basis) over a period of tvvo years.
Selection Criteria: The consultant will be selected as per following criteria: The
detailed criteria of scoring is given in TORS.
Technical Scoring = 80 %
Financial Scoring = 20 %
Scope of Services and Deliverables: lhe Social/Resett ement Expert conduct
external monitoring and report on the Social/Resettlement safeguards compliance to
ADB and implementation for the subprojects under Tranche-3 and Tranche-4 of the
PowerTransmission Enhancement lnvestment Program.
The deliverables will include External Quarterly Monitoring Reports and review of
already prepared Land Acquisition anc Resettlement Plans (LARPs) if requireC.

NTDC reserves all its rights regarding rejection of the bids
as defined in Clause 33 (1) PPRA Rules, 2004.
