DAI seeks an experienced Chief of Party for the USAID Office of Transition Initiatives (OTI)-funded program, Azm-e-Pakistan. This program seeks to counter violent extremism in order to build a foundation for political and social development in conflict-prone communities. In particular, Azm-e-Pakistan will include working with concerned ministries, local governments, community groups, and the private sector to strengthen communities and reduce the influence of violent groups. It will do so in part by providing positive opportunities for at-risk groups – particularly young people – to develop skills, engage in meaningful free time activities, and reinforce values of tolerance and mutual respect.
The Chief of Party holds primary responsibility for the management, oversight, and reporting of the Azm-e-Pakistan program and is a key personnel position. The Chief of Party will lead the overall management of the in-country relationships with USAID/OTI as DAI’s designated point of contract. He/she will lead the project in instilling the inclusive, iterative and adaptive principles of OTI programming in all staff in coordination with OTI. The Chief of Party will be based in Islamabad and will be required to travel to other locations in Pakistan at OTI’s request.
Responsibilities:
- Inclusively work with the USAID/OTI CR and DCRs, make key decisions and solve problems in short time frames to ensure operation and program integrity.
- In close consultation with the USAID/OTI CR and/or the USAID/OTI CR’s designee(s), provide oversight of activities, including supervision of program staff, ensuring appropriate activity design, ensuring that procedures are established and complied with for activity implementation, management, monitoring, evaluation, and activity closing.
- Under the guidance of the USAID/OTI CR or the USAID/OTI CR’s designee(s), contribute to the design and implementation of the M&E system at the activity level and for ensuring that all activities are monitoring and evaluated and contributing to program learning.
- Ensure all staff have familiarity with, and maintain daily usage of, the USAID/OTI Online Activity Database, and ultimately responsible for ensuring that the relevant staff use, maintain, and enter information in the USAID/OTI Online Activity Database, and that data is consistent and complete.
- Overall management and oversight of staff training program.
- Overall responsibility for the management and oversight of systems that support the security of staff and temporary employees hired through the program, as well as security of physical and information items related to the program.
- Ensure Azm-e-Pakistan’s successful coordination with other USAID/OTI partners and contractors and their staff.
- Build team spirit and camaraderie, as well as demonstrating support for the well-being of both expat and national staff who are working in a high-threat and stressful environment.
- Extensive travel within Pakistan to visit field offices to ensure effective management and oversight of programming and staff
- Supervise the three DCOPs, CVE Technical Advisor, Senior Operations Manager, M&E Manager, Security Manager and Compliance Officer.
- Any other duties as assigned.
Required qualifications:
- Relevant work experience, including experience with a donor, contractor or international NGO managing an office or program with demonstrated supervisory experience.
- Experience managing multiple field offices highly desirable but not required.
- A minimum of eight (8) years of experience with complex, high-speed and challenging field operations in developing countries.
- A least two (2) years' experience working on a program with a CVE component is highly desirable but not required.
- Demonstrated experience with activity design, development, and implementation in a post conflict and/or transition setting.
- Demonstrated experience with grant management, preferably in-kind and small grants, preferably programs that require various and simultaneous procurements of goods and services and management of providers of short-term technical assistance.
- Experience working in developing countries is required, preferably in a fragile or transitional state environment or security-challenged environments.
- Demonstrated experience with programs that provide quick delivery of assistance in response to emerging windows of opportunity.
- Demonstrated experience and knowledge in establishing systems and overseeing program start-up under limited time constraints, preferably also with experience managing activities remotely.
- Experience in the hiring and supervising of host country local personnel and ensuring, when need arises, that they secure necessary training required to meet program needs.
- Financial management experience, including budgeting; financial management (tracking, reporting and accounting); and procurement.
- Previous experience working in South and Central Asia, particularly Pakistan, and on transition programs in insecure environments is desirable, preferably with some experience overseeing said program(s)' physical and information security, but not required.
- Fluency in written and oral English is required.
- Proficiency in Urdu desirable but not required.
- University degree in a relevant field required, an MA is desirable.
