INTRODUCTION Statistics on the poverty situation in Madagascar show that 72% of the population, 80% of whom live in rural areas, live below the poverty line. The 2012 National Survey on Employment and the Informal Sector shows that 90% of employed persons work in the informal sector, 88% of them in the agricultural informal sector. In addition, 80% of household income is provided by the informal agricultural sector, and the informal economy is dominated by women (52%). The results of the National Survey on Child Labour (ENTE) carried out in 2012 showed that 2,030,000 children between the ages of 5 and 17 are economically active, representing 28% of this age group. At the national level, 89% (1,726,000) of economically active children work in agriculture. Madagascar is the world's largest producer and exporter of vanilla, which has long been known for its high vanillin content, exporting an average of 1,600 tons per year. It represented on average 10% of Malagasy exports over the period 2000-2009. By 2014, the export volume was 2,355 tonnes. The production area is mainly located in the SAVA Region, which accounts for 66% of the national vanilla orchard, with 24,500 ha of vanilla plantation for a total of 30,000 ha in Madagascar, with an extension in the Sambirano and South- East. In 2011, there were 80,000 planters, 6,000 collectors and 33 exporters in all Madagascar. If SAVA accounts for 80% of vanilla production, the number of growers in this region can be estimated at 64,000. The vanilla sector involves several actors, namely: (i) planters, planters, fertilizers and harvesters; (ii) preparing companies that sort, scald, steam and, (Iii) exporters involved in the final preparation (refining, packaging, etc.) prior to export. The phenomenon of child labour in the vanilla sector in the SAVA Region does indeed exist, and mainly concerns 15 to 17 year olds. It takes two forms: On the one hand, unpaid work: children helping their parents in their family farms as "family helpers". On the other hand, paid work: these are the children working with companies mandated by the vanilla industry. The Bureau of International Labor Affairs (ILAB) of the United States Department of Labor is dedicated to ensuring that workers around the world are treated fairly and are able to share the benefits of the global economy. The ILAB Bureau on Child Labor, Forced Labor and Trafficking (OCFT) conducts and funds research, develops strategic partnerships and funds international technical cooperation programs to eliminate the worst forms of child labour, forced labour and trafficking in persons. It is in this context that ILAB launches a Funding Opportunity Announcement (FOA) with the objective of reducing child labour in the SAVA region, which produces vanilla from Madagascar. The expected outcomes of the project are as follows: (i) vanilla exporters in the SAVA Region have significantly reduced child labour in the vanilla sector in agricultural production and collection, (ii) Law enforcement agencies effectively enforce child labour laws and policies in the vanilla producing areas of the SAVA Region, including the imposition and collection of penalties and the reference to victims of child labour. (iii) Community members monitor child labuor and refer victims of child labour to appropriate authorities and services, (iv) beneficiary households no longer use child labour to supplement their income. In order to contribute to the fight against child labour, and in the framework of a project on Supporting Sustainable and Child Labour Free Vanilla Growing Communities in Sava, the ILO Country Office in Antananarivo is recruiting a Chief Technical Officer (CTP) as project director, based in Sambava, Sava, in charge of carrying out the tasks described in the present Terms of Reference. | |||||||||||||||||||||||||||||||
Description of Duties Reporting lines: Under the overall supervision of the Director of the ILO Country Office in Antananarivo, the Project director is responsible for managing the activities of the USDOL Project in accordance with the ILO's established objectives and administrative and financial rules and procedures. The incumbent will liaise and work under the direct supervision of the Director of the ILO Country Office in Antananarivo and will receive technical advice, support and collaboration from relevant technical specialists based in Pretoria and at Headquarters in Geneva, if necessary. He / she will also be responsible for overseeing the work of project support staff, national experts and any other international and local consultants hired during the project. Tasks and Responsibilities: The Project director will be responsible for the implementation of the USDOL funded project on Supporting Sustainable and Child Labour Free Vanilla Growing Communities in Sava and for achieving the expected results in accordance with the Project document. The Project director will be responsible for the proper management of the project team, as well as its financial resources, in accordance with ILO procedures and rules. The incumbent will also ensure the effective implementation of ILO policies and technical approaches to the reduction of child labour. The tasks and main responsibilities are described as follows: Technical aspects (30%) - Ensure the effective and timely implementation of project activities in line with implementation and monitoring plans and ILO technical policies and guidelines. - Coordinate and schedule the activities of staff and project specialists on a monthly basis. - Elaborate the agreements with the partners of the project and submit them to the Director of the ILO Country Office in Antananarivo for approval. - Coordinate and support partners in delivering services through (i) preparation of the project work plan in consultation with implementing agencies, partners, the ILO Country Office in Antananarivo and the other Projects of the Antananarivo Office, (ii) the implementation of the work plan: achievements of the activities with the various partners identified, (iii) monitoring the implementation of activities with implementing agencies and partners. - Prepare reports on the progress of the Project, in accordance with the terms of the Letter of Agreement or the Project Document. - Plan and participate in annual Project evaluations. - Represent the project at strategic meetings / seminars: steering committee, tripartite review, sub-regional and international seminars / conferences, and financial partners. Represent the Office as part of the promotion of the Child labour Code of Conduct. - To provide technical support within the Project and in close collaboration with the Director of the ILO Country Office in Antananarivo to the technical secretariats and relevant government agencies and other key institutions involved in the implementation of the project. Promotion of the fight against of child labour in the vanilla sector (25%) - Ensure the monitoring and coherence of the actions carried out by the project to promote the reduction of child labour in the areas producing vanilla at SAVA, in particular by (i) supporting the actors of the vanilla sector to promote a sustainable sector (Ii) capacity-building of institutions responsible for the prevention and monitoring of child labour in the areas concerned, (iii) community mobilization against child labour, (iv) promotion of the income of productive families Vanilla and better access to education. - Ensure the adoption and implementation of an approach for sensitizing all the actors of the sector and their mobilization for an appropriation of the approach based on a positive experience in the fight against child labour in The vanilla sector in Madagascar and other value chains such as cocoa. - Establish a national monitoring mechanism and monitor its implementation at national and regional levels, drawing on the experience gained in implementing the Code of Conduct on child labour in the vanilla sector. - Disseminate the results and prospects of using the project results among the actors in the vanilla production chain by documenting and disseminating good practices Advocacy, networking and partnership: 20% - Strengthen the cooperation and coordination between the ministries involved, workers 'and employers' organizations, non-governmental organizations, target groups and donors, in the planning and implementation of the activities of the project. - Liaise with other counterparts in the UN agencies to promote ILO values, increase the visibility of the project and facilitate the intensification of project interventions. - Promote ILO policies in the related technical areas of the project, fundamental rights at work and relevant international labour standards, in collaboration with the ILO Country office in Antananarivo and the Decent Work Team Pretoria. Financial and administrative management (15%) - Carry out the budget revisions of the Project, in collaboration with the ILO Country Office in Antananarivo. - To approve the accounts and invoices of the executants of the activities of the Project (NGOs, partner associations). - Coordinate monitoring and evaluation, prepare and transmit technical and financial progress reports in collaboration with the ILO Country Office, Regional Office and Headquarters. Human Resources Management (10%) - Effectively manage the human resources of the project, including recruitment, performance and human resource management aspects. | |||||||||||||||||||||||||||||||

Education Post-graduate degree in the social sciences, economics or any related field. | |||||||||||||||||||||||||||||||
Experience - At least seven (7) years of professional experience in the formulation, management, implementation, evaluation or financing of technical cooperation programs, of which at least three (3) years of international experience in the lead role in the implementation of projects and in the implementation of strategies to reduce child labour in agriculture. - Experience in managing projects funded by USDOL. - Experience and knowledge of the production of vanilla highly recommended. - Experience of UN inter-agency cooperation and management of public-private partnerships. | |||||||||||||||||||||||||||||||
